This unified MEAL Framework serves as the empirical backbone for the Reach-Out Health Awareness Foundation—ROHAI. By shifting monitoring design from passive outputs to a continuous loop of behavior analysis, this document establishes the scientific mechanisms used to track, validate, and scale our multi-sectoral 360-Degree Social and Behaviour Change Communication (SBCC) ecosystem across our five Strategic Focus Areas.

To accurately monitor shifts within complex social ecosystems, ROHAI upgrades classic KAP benchmarks into KAPP matrices. By adding 'Perceptions of Social Norms,' we monitor empirical variations in deep-seated collective scripts, medical stigmas, and rights-related friction.
